Ever since I installed my copy of Microsoft Office 2003 on my W7, windows installer has be broken. Whenever I tried launching office it would open the installer and do nothing then crash and it started opening for all programs so I had to uninstall it. Though Windows thinks it's still installed and it won't go away and I can't get rid of it. On top of that, I can't install anything that uses windows installer as it gives me an error on it loading.
Did you try reinstalling the windows installer package?
Yes, it says there's not enough memory or something.
Are you using a fake copy of Office? Microsoft put out the Microsoft Genuine Advantage update out a while ago to stop it.

Thats odd, I get the same error with various programs that come with windows that shouldn't need more than a few megabytes of memory, such as the default sound recorder.
I think it has something to do with corrupted system files. Try a repair install of windows.
