Basically, every single program icon, be it shortcut, in the start menu, on the taskbar, has turned to a blank page. When I set them back to their normal icons myself through the Properties menu, they don't stick. This has been happening for about a week or two now, and I have [I]absolutely no idea[/I] what caused it. The only thing I've tried so far is clearing my icon cache, and obviously it did not work. Anyone have any recommendations?
do they still run normally? it may be a registry issue. ill have a look at what i can do

did you run anything and then it happened or did it just happen after a reboot?
I think if I remember correctly if you delete some .bin file or something containing all the icons somewhere in the Windows folder it will turn everything into a blank icon. But I doubt that you would delete such a file on purpose. I think all I did was loading the windows safedisk think that fixes all the main windows files or something. I really don't remember anything anymore, sorry.
Everything still runs just fine. I just started up my computer one day and everything was balls-ed up for no good reason. I checked for viruses first thing and found nothing, so maybe something just broke somewhere.

go to your appdata folder
go to local
find "Iconcache.db"
delete that, reboot

As I mentioned in the OP, I've already tried that and it didn't work. Tried it again just now and nothing changed.

Actually, I've just gone back to the folder, and there is no Iconcache.db in it now. It just plain did not remake the file this time.

Another quick reboot later and it still isn't present. God dammit Windows what do I do now

do you have show hidden files on?
Might be a shot in the dark, but try changing your color depth to 16 bit, then back to 32bit.
