Looks like the controller turns on but not the console, and the console turns on after you made your selection so it doesn't have to load the wiiu main menu
Hope it's toggle-able, the Wii-U's boot menu is probably my favorite console menu ever.

I have only seen that kind of loading times with Lego City Undercover.

If you go in and out of the HQ or do missions that have the more classic Lego levels you'll get big loading times, but not when free roaming. Poorly optimized and crappy, but not really something that a system boot speed patch is aiming to help. I haven't had loading issues with a single other game.
