Is my power supply failing or is my motherboard dead?

Yesterday I turned my computer on and it shut itself down after about a minute, my monitor was off so I did not see if it POSTed or not. I tried turning it back on and the PSU just started squealing or just sounds like a loud air leak in something. The motherboard does not post when I press the power button, no signal is transmitted to the monitor either. My GPU fan turns on, one of the fans connected to the PSU power cords turns on, and the CPU fan turns on for about 30 seconds then stops spinning. The two fans connected to the motherboard do not turn on at all.

I have been googling your power supply, it's a goddamn ghost.
No reviews to be found anywhere, besides I have never heard
of this manufacturer. I think you have a power supply with really poor
quality on your hands.
Anyways, you could try to disconnect the main power & CPU power from your motherboard,
NOTHING ELSE, and short-start the power supply while connected to the mains, this
method is safe enough. Short starting the power supply can help you find out if the power supply is
broken as fuck or your motherboard is out.
Do it as listed here:

You just need to connect green to any black lead.
Is the CPU power the 4 pin connector thats right beside the main one?

I just disconnected them both, I did the test and the PSU turned on, the fan stayed on until I unplugged the power cord. When the cables are plugged into the motherboard the fan would start and then stop after 30 or so seconds. I assume the motherboard is dead then?
It may be, did this issue just happen out of the blue?

I would like to inform you that Kingwin isn't a unknown brand. They just do a lot of weird tech stuff you have laying around.
It just happened out of the blue, no problems with anything until the other night when this started. The power supply just started the whining sound the moment my computer decided not to turn on.
I guess I am just going to buy a new motherboard and see if that fixes it since I still do not have a definitive answer.

Using a paperclip to power on a PSU is not a valid test to determine if a PSU is failing or not. It just tells you if the PSU can power on or not.

You should try a different PSU first.
Yea, well I bought a new motherboard and the problem still existed. So im guessing it was the power supply.
