What's an affordable graphics card that will let me run modern games i.e Killing Floor 2 at 60fps?

Recently my 3 year old graphics card, an ATI Radeon HD 5670, broke to death because of either heat issues or sheer age. That means I gotta get a new one, but living in Argentina hardware is hard to find and I also know jack shit about comparing specs/performance inbetween GPUs. I can build a PC just fine but I do need some help picking a new GPU that will let me run modern games at a stable framerate with decent enough graphical settings. I play a combination of TF2, WoW and Killing Floor. My main goal would be to be able to play all 3 at 60fps on the highest settings at a 1280x1024 4:3/5:4 resolution.
I'd appreciate any tips you guys have to offer. If it matters I'm currently on Windows 7 64 bit running 4gb of RAM with a 2.5ghz dual core processor.
What exact processor do you have? A GPU like the 750ti or R9 270 should be enough for those no problem.
For 1280x1024 you should look at AMD HD 7750 or 7770, AMD R7 250 or 250X. For Nvidia look at GTX650 or 650 ti, or GT 730 but only the 64bit GDDR5 version. The Nvidia GTX 750 would be fine too.
I think with WoW you are CPU limited, my understanding is those MMORPGs require a decent amount of CPU power as well as GPU power. All the cards I listed are faster than your old card, but none of them is too powerful so you don't spend money on power you can't use. See which one of those cards you can get for the least cost.
This assumes your power supply has the 6pin for connecting a new GPU. If not, then you have to limit your choices to the cards that don't require one OR buy a new power supply too.

We don't know what hardware he has, it could be an i3 for all we know.

My brother actually mentioned he'd be getting me a new, non-used R9 260 or 270 for my birthday on May 23rd. He knows I'm in a shitty situation so he tries his best to help me out whenever he can, even if he does have money problems of his own.

Yeah I was going with a sort of approximation, KF2 is one of my most wanted games this year and I'd really like to play it the way it's meant to be played.
I'm sadly under the legal working age here in Argentina so I can't even get a job at McDonalds or some other shitty place like that, which means I'm relying on my brother to upgrade his stuff/buy me stuff. I'd love to upgrade my system all in one go, but I can't. Even then I'm in a really shitty situation; if I do get a job, my sister will still take all of my money and fuck me over because that's generally what she does and I'm not really in a place to deny her because 1: she has a gun 2: she has a nightstick 3: she pays the bills in the house. 4 is that she's a really violent and cruel person, but that should be a given.

Notice how I don't have a GPU, that's because I'm running the onboard. By the way, thank you guys for the replies so far.

The taxes here and the prices just keep going up and it's really hard to get a job even when you're 18+

That board is ok for overclocking if you can invest a bit in cooling. I got my cpu up to 3.3 ghz, so yours should hit 3.0 easily. Nothing else I can say except good luck with everything!
