With Xbox they can charge licensing fees and all that, with PC it's out of their hands unless they're directly publishing/selling the game. Not so little that it should dissuade a smaller company but small enough for a giant megacorporation like Microsoft that they don't think it's worth their time.

Heck, even their online play platform is shit.
