What about having a checkbox that reads "Receive Anonymous questions from unregistered users", it'd be greyed out if you had all Anon questions unticked

That applies to both unregistered users and signed in users
Also make it so people can't send themselves messages. I think that's the main problem with the site.

this happened with formspring, now ask.fm, someone's just gonna create a new website once ask.fm is watered down. people want anon, and idiots want attention even if it's hurtful.

If the user in question has a dynamic IP though...
I think it's a nice gesture, especially because personally I don't hold them remotely accountable for what happened to those few users at all (especially when it surfaced that that girl posted most of the hate comments herself). I guess they just have to be seen to be doing something to keep their PR level above water.

that's an extremely complicated solution for an extremely situational occurrence. This girl killed herself because she didn't get the support she needed, not because of Ask.fm

oh my god ask.fm is limiting the features that anonymous users have access to this is a crime against the internet as a whole it is the last bastion of free speech ever guys i inject hyperbole directly into my bloodstream
i don't see how moderating a website that allows people to question people openly and freely and even anonymously is a bad thing at all, and everyone who thinks that they're doing this because one single girl (who was obviously very depressed and suicidal) killed herself is delusional. abuse online, especially in places like ask.fm, is incredibly common and you're a dumbass if you think people just need to toughen up.
