Paranoia Paradise. It's a subforum on Wizards of the Coast main forum, but I go there to play Fantasy Football and play a forum game called mafia mostly.

It has actually gone away for seemingly no reason. I didn't even do anything to get rid of it. I'm worried it's malicious though so I'm running a virus scan.

Occasionally firefox loads images in the wrong spot, like i had the disagree X where the facepunch logo is supposed to be which caused everything on the top to be moved over to the left a bit. Doesn't happen often, and usually goes unnoticed for me.
But you are using chrome so it could be just be the forum script messing up slightly as well.
Sometimes Firefox replaces images in a site with random images in your cache.
Press CTRL+Shift+R.
Well now I feel silly making a whole thread in GD about this. The thread about the mod getting banned made me paranoid.
EDIT: Not sure if it was a load error but it sounds plausible.
That's one cool ass virus.
