The photographs published by online edition of the Daily Mail showed an unidentified officer appearing to throttle 21-year-old Jarod Dotson, while two fellow officers handcuffed the student's hands behind his back, after arresting him at a party near the University of Tennessee, in Knoxville.
The student did not appear to show any sign of resistance, while the officer, later identified as 47-year-old Frank Phillips, held him by the neck until he collapsed to his knees.
"In my 34 years of law enforcement experience, excessive force has never been tolerated," Jones said in the statement, posted on the Knox County Sheriff's Department website.
"After an investigation by the Office of Professional Standards, I believe excessive force was used in this incident," the sheriff said.
Jones said that Phillips had been terminated with immediate effect and that the investigation would be turned over to the Knox County Attorney General's Office to determine if any charges should be filed. Phillips had been with the Sheriff's Office since 1992.

If your suspect isn't resisting arrest, there's no reason to apply force.

what I find more disturbing is those colleagues just proceeding to cuff the suspect rather than telling their colleague that choking out a suspect who isn't resisting is against the book/law and could get their department criticized.
in one of the frames you can see the mug in the back just looking like 'Oh you're gonna choke him out? Ok I'll just proceed to cuff this bitch'

It's good that they are starting to actually punish police officers over this shit but I'm pretty sure their only doing this is now because police officers just cant get away with this sort of shit anymore because of phone cameras and the internet, and if I remember correctly there was a page on how the police department are having a hard time finding new recruits because people don't want to be associated with shit and would be afraid to report internal corruption if they were in the force on threat of being canned (or maybe even killed). So all the bad PR and corrupt shit they cant really hide as well anymore is actually really starting to hurt them. Society has a way of getting back at people who abuse it one way or another.

You're right, and it's a good thing that they can now be held accountable. The days of, "It's the cop's word against yours, and yours doesn't mean shit" are coming to a close.

I'm pretty sure that strangling can be dangerous in several ways and have very serious consequences, so he could have caused serious injury to the guy.

If an accountant was funneling taxes into their bank account, there would be greater repercussions than that person being fired.

Thats depending on Tennessee law. He may have immunity from the person pressing charges against him specifically.
I'd take it to tort anyway.. you'd get a lot more out of it.
