That's a really smart way of putting them back into use.
I already can see this being abused. Remember those fake iPhone or Android charger which were just there to steal information from people plugging their phone in? I totally can see someone doing that in a populated area.

Catch em on security camera, book them for identity theft and fraud, years in jail?
