I've got an MSI K9N neo-F motherboard with PCI Express 16x slot:

However this is not a PCI Express 16x 2.0 slot, which the video card I would like to buy, the ATI HD5870 needs.
The question:
Will the HD5870 work on a normal PCI Express 16x slot?(non-2.0)
If it does, would it be (much) slower?
It will work, but it would affect the transfer speeds between the card and the motherboard and could significantly reduce your performance.
If I were you, I'd buy a new motherboard and a 5850 instead, unless you still have some extra money.
Graphics cards still don't saturate PCI-E 1.0 bandwidth standards, so there will be no loss in perfomance.
Pci express x16 is like pci express x8 2.o.

PCI Express x16 2.0 will only be useful for DX11, correct?

No.
As far as I know PCI Express is still extremely difficult to bandwidth saturate, even with the newest cards. 2.0 or 1.0 won't really affect your performance by any more than a few FPS, if at all.

And yet pci express 3.0 is coming out.

It's the same thing with SATA 1.5 / 3 / 6Gbps - People just like to see higher numbers.

Like usb 3.0 idk when I will ever use that much bandwidth on a usb port.

2011.
TwothousandFUCKINGeleven.
Too bad the world's gonna end in 2012 so while we're all masturbating to the incredibly large numbers in our system specs, Iran's gonna pop a nuclear chubby and Jesus is gonna come punish us for our sins.
...Or maybe we'll just buy what works well for what we do and leave it at that.

they don't need to wait until they hit limits to increase them
they improve technology for the same of improving technology, not to meet demands

Have you seen that specs of 3.0 though.
