I mean Oblivion's pretty vibrant while Skyrim's pretty dull, I'm chalking it up to buzzwords to sell more monitors.
Kinda hard to witness the vibrance of the monitor through another monitor it's claiming to outdo. I'd have to see in person to make the call whether or not I want it.
It's like high refresh rate monitor ads 5 years ago.

Are you for real, that was actual marketing material.
I mean if you have motion blur effects enabled in games, it probably doesn't change much regardless of what monitor refresh rate you have.
It still is used to market high refresh rate monitors.
To be fair though, you cannot really show it without actually seeing a video or a gif. The blurriness thing is essentially telling the truth, just blurring between two frames.
You can't even really show it in video if it's being displayed on the average 60Hz or below monitor either.

You can if you show it at the lowest common denominator, ie render the high speed footage at 30fps the same way you do slow motion footage.
