Certainly, a distinction must be made between pedophile and child molester. The first needs help, the second jailtime. Not to say people viewing CP should get off lightly.

I don't think that all of the people viewing those images are going to be pedophiles - some of it can be down to who unintentionally stumble across such content.

I think in the UK it's just simulated child porn that's illegal, which is meant to encompass realistic photoshop images with drawn art being just art in the eyes of the law.
