I'd assume it's because there's an upgraded version coming out soon.

I agree. The biggest reason I was planning on getting a nexus 4 was because it was incredibly good value for the money.

Google already said they wouldn't restock the 8gb version what makes you think they'll stock the 16gb

Because they didn't restock the Nexus 7 8GB to make way for the 32GB version. Also the fact that it sold out so quickly obviously shows that people have interest in it, and as such Google might want to keep it around.

If the Nexus 5 is meant to replace the Nexus 4, then sure. But what reason do we have to believe that the Nexus 5 is replacing the 4? From what we can see, the Nexus 5 looks like a pretty top of the line phone. Why would it replace their budget phone?
It's totally possible, I won't deny that. But until there's something better than "a trusted source" to go on, I'll take these rumors with a grain of salt.

nexus 4 is their flagship phone, not their "budget" phone. nexus 5 will be their next flagship and who's to say it'll be expensive.

nexus's are always loss leaders
they are designed to sell the ecosystem, not the phone

You guys realize that google makes nexus devices not to make a profit on the phones but to reap on google play app sales/advertising
