No they couldn't because if they were and actual threat they would have been picked up much sooner. On top of that you're never going to actually turn a nuclear power plant into a bomb, not unless you actually specifically rig it to do so.

It's not like stability of reactors depends on integrity of the fences around the place.
They expected to snip one fence and get busted. Nobody was coming so they continued inside.
The probably couldn't cause [I]real[/I] damage, even if they tried to. In this case, they would probably be stopped by the countermeasures against stupidity of the personnel. There's no "fuck shit up" button.

It wasn't a power plant, it was a processing plant for literal weapon's grade uranium.

I've seen enough television to know that you're dead wrong about this. Reactors will explode for practically no reason, as long as somebody with malevolent intent is nearby, and nobody can reach the big, red "STOP" button in time.
