I'm going to microcenter today to bitch about how they sent me a wrong graphics card, and I thought I would pick up a fan for the bottom intake on my coolermaster case. and I was just wondering if a 120 MM fan that runs at a noise level of 17 DBA, and 1000 RPM is worth 10 bucks.

Yes, it is your average decent 120mm fan but around a buck added to the price
You probably won't need as much as 1000 RPM on a 120 fan, bigger fans can go slower and have the same effect as little fans going bat shit fast

A higher rpm fan can have the speed reduced and increased when needed. With a low rpm fan its always on max.
How is the fan mounted? If it isn't directly on the bottom of the case you can use a higher RPM fan with more flow and more noise but will still be quiet. I would recommend either Scythe kaze or Danger Den Yate Loons, I have used both and they are both very quiet, even the 1600 rpm models.
I have 2x Cooler Master 120mm Fan for my CPU Cooler. Both of them are pretty quiet even though they're blowing against each other.
RPM's on a fan doesnt really mean much as far as how much it will cool your system.
I usually look at how loud it is, and the CFM's.
CFM = Cubic Feet / Minute.
The higher the CFM the better.

I've had them a year now. I run my pc 24/7. No problems yet.
They are fairly quiet in my opinion.
Also, when setting up your fans, make sure you have some fans pulling air in, and some pushing air out. If you have two fans pushing air in, and only your power source fan pulling air out, you wont find any temp benefits whatsoever.
