I doubt any PC gamer that can afford the PC they're using that is capable of playing said games, would still be using XP at this point.
If the interest in strategy games would be greater, the technological advances and innovation in that genre would be much greater. Considering that FPSs and RPGs are far more popular and have more innovation. There are only a really few good major strategy games, most of them are developed by smaller developers that don't have the funds to push the games to their limit.

People with Xp are idiotic cavemen. Why use a decade old OS that literally all programs have dropped support for.
