Some of you might be thinking, "Well, you probably got a CPU that isn't compatible with your motherboard". See these images before you post such things.

Nobody would think that. If your cpu wasn't compatible with your motherboard, your computer wouldn't even work...

I get around 20fps in all games now, including BioShock, World at War, Team Fortress 2, Left 4 Dead, and Garry's Mod.

Source games can modify Graphic Settings based on what they think is right for system performance. But a 9800GTX+ should do fine in gmod, not with 20fps.

Yeah I agree. Something in the system/game settings must have been changed. Bioshock should be running fine with that setup...
Try what Unreliable says and upgrade your drivers, also make sure you re-download DirectX 9 and 10. I've had to do that when changing my processor under Vista 64bit.

Has nothing to do with anything. There is no graphics card that even reaches the limit of 1.0
whatever happened to just "feeling" the upgrade difference by using the PC over time? It's what I do.

Wrong. Some boards have the potential to support certain processors, but require an updated BIOS to do such. Other boards have been known to have unsupported multipliers that the chipset doesn't support (or the chipset has a bug that doesn't allow it at all.)
In all of these cases, the system may boot, but may have bizarre effects such as extremely poor performance, system instability or random crashing. As a system builder since 1995, I've seen all of these problems.
Check to make sure it's running at full clockspeed. BIOS issues may be running it slower.
Also make sure that all the cores work, and that the RAM is running at the same speed.

Check if "cool n quiet" is switched off in your bios and double check everything else, update it too if necessary, check the manufacture website if you need the change.
It's possible it's your PSU and it isn't delivering enough power or that it's starting to crap out. My computer, which is running a E6420 and a 9800 GTX, started to get FPS lag on CS:S and I couldn't even run Sims 3 but before I could run them with no problems. I did a search of CTD on Sims 3 and it seems that it was my PSU.

If this was true the voltages in the bios would show abnormalities like example would be 12v would show up as 10.89. I say it could be a maybe on PSU
I presume you've checked your cpu temps, since depending on the bios and settings you might get throttling at high temps, or a plain shutdown.

You can only trust BIOS voltage monitoring for computer idling usage. A PSU could start dropping voltages when it gets a load on it and you wouldn't know unless you checked every wire for proper voltages during system load.
Another problem would be the PSU isn't providing amperage and just voltage, but that's harder to check for because in DC, you have to attach the amp meter in series with the circuit.
Don't know if this is necessary, but you're sure your 9800GTX+ is being used, and not your onboard graphics?
Update your bios and update your nvidia drivers, check to see the PSU inside your computer is connect to your motherboard and your GPU. Look in the bios settings to see what might be slowing down your pc.
did you reinstall windows after installing the CPU?
Wow id be pissed. Perhaps you just got a bad cpu. If all else fails ask for a replacement.

I have to disagree. If the CPU needs a higher FSB than the motherboard supports I would definitely not call it compatible and a result is a underclocked CPU and slower games.
That happened to me once, so I'm sure it's possible.
One of the cores might be broken.
I got AMD Athlon 6000+ while back and the second core was broken.

Messed up his bios now his mobo is not going to post, that's my bet. Take out the CMOS jumper and reset then restart and put it back in, and start it up.
