• Suspicious orange-yellow growth around the base of a bonsai tree (Japanese Garden Juniper)

I have a bonsai tree, a Japanese Garden Juniper to be exact, and it seems perfectly healthy even though it is a garden tree and I am growing it indoors. It seems perfectly complacent sitting on my dresser by the window in full sunlight with a nice breeze. There is, however, a strange orange-yellow growth that's formed around its base. It's not a new development, it's been there forever. It has only recently begun to worry me, however. It has a similar consistency as moss except maybe a little bit more sparse. Does anybody know what this is? I'll give you pics if you need them.
It's probably AIDS, but pictures would help.

Looks like mold. Also looks harmless.

I also noticed little webs on it which you may notice in one of the pictures. How do I remedy these two situations? Fungicide? And I don't know what the hell is spinning the webs as there are no insects on the tree or in my room.
