I can't think of a single reason why any regular user would still be on Windows 8.1
Tablets, that's about it

I run it on my Surface Pro because there's myriad and persistent complaints of issues with Windows 10 on this machine.
Also Windows 10 constantly fucking up all the time in the news constantly, and people constantly complaining about it.
Also ads in my start menu.

There is going to be a number of people who have issues just on the basis of statistics
and I have no ads in my start menu. That whole rumor is a giant lie.
On Win8.1 for me the USB3 drivers were a joke and nothing could work properly, I had to go back to 7 just to use devices properly, and then 10 worked just fine.

8.1 + ClassicStart + OldNewExplorer > 10
[editline]16th January 2018[/editline]
However since driver support for GPUs is dwindling I moved to 10 LTSB

Actually, just saying, start menu 'suggestions' are enabled by default. You probably have them disabled already.

-some people who do not like giving up some privacy in win 10.
-wanting to keep your privacy only to find microsoft have used tricks to get your data.
-having microsoft say to stop using your group policy editor when trying to prevent apps being installed, because windows 10 was overriding the group policy editor.
-a personal problem I've had is windows store apps preventing me to properly make a generic image for deployment.
windows 8.1 embedded I've heard is great if you can get your hands on it.
that said I prefer windows 10 and 7 over 8.1 but if I had to choose 8.1 over 8 by a mile.

No it's not. I just installed Win 10 on my friends PC a few weeks ago and spent like 2 hours trying to remove "suggested" apps like Candy Crush Soda Saga and Kingdom Whateveritwas. I uninstalled them, deleted them in the Package Manager and had to fiddle around in the Registry because the Settings for "Do not show me reccomended stuff" did NOT remove these entries from the start menu.
It's disgusting.
I was happy how fast reinstalling a system became nowadays. But now with Windows 10 I have to spend like an extra two hours just disabling stuff and removing bloat. And it goes further and further every update.
Last year it was easy, I installed the Windows 10 Education edition on my laptop, deactivated some stuff for 10 minutes and that was it. Doing the same a month ago, again with my Win 10 Education license, and already I had to spend like an extra hour just for the OS do not bother me.
Windows 10 won't run disk installed games which had certain DRM on them because it deliberatly countermands it.
Chief of which (for me at least)
Is All the old Medal of Honor titles up to Pacific Assault, Call of duty 1, United offensive, 2 and possibly even 4 as well.
There is nothing wrong with those games in 10 as you can run them through steam just fine, Windows 10 just does not run the disk versions and as a result you have to rebuy the digital game OR go down nefarious / potentially harmful channels to get cracked versions.
It's fucking stupid.

It's for a reason. The DRM those used were basically rootkits.
