well, in my country theres this shitty tv show about famous people and their secrets and etc and it become weird when i heard on it (my mom had the tv on it when she was cleaning the floor) the crysis 2 soundtrack at the background (lol) and then the main theme of halo.
so, is it legal what are they doing? is there a way to tell the owners whats happening?
i have big problems to translate my idea to another language so i apologize for any mistake i made
They probably got permission from the original composers who made the music so that they can use it in whatever they want.
If you don't think they did, then send an email to one of the composers with proof and try and get a response.
As long as they have permission to use it I'm pretty sure it's legal.
Dammit, ninja'd

It is so illegal that there is a death penalty for this in the Middle-East, I even heard that they nuked a studio in the desert once for doing this.

Try to record a video of the TV show, or find one online, and send the link with an explanation of what is happening to whoever made the soundtrack.

Remember those two towers in New-York? Yeah, they were playing videogame music there.
