Whilst I was away on holiday, Sister took my PC to a scumbag repair guy

Hey guys, basically what's happened is this: I went off on holiday for a month or two and left my beautiful gaming rig at home. I decided - despite my better judgement - to allow my older sister to use my PC for whatever it is she wanted it for (Facebook, photos, whatever). Anywho, she somehow manages to fuck the PC up after 2 weeks and rings me telling me that it won't start up. Now, at the time, I was pretty angry. She has no PC experience at all so I couldn't even figure out what was wrong with the computer, all she told me was "It won't start".
I told her to just leave it and wait until I get back but, my sister being the person she is, figured it'd be a great idea to take it to some fuckhead Indian scam guy. So she takes my beautiful gaming rig to this guy and he "fixes" it. When I returned after my holiday and found out, I was even more furious, stating that we had a warranty and she should have sent it back to the guys I bought it from. Long story short, I am 100% positive this Indian guy has fucked me over. He's removed one of my graphics cards (an Nvidia 9600 GS [I know, it isn't that great, but I've had this rig for years]) out of the original two I had (I had two because it had SLI enabled and I used to switch SLI on and off), he's removed my original motherboard (I'm not sure which motherboard it is, however I know it's been removed as 1) there are only two ram card slots [I think] and 2) there is only one graphics card slot) and left me with an Intel DG31PR motherboard and also removed my original 8GB DDR2 ram and left me with 2GB of I'm not sure which ram.
What I want to ask you is if the DG31PR motherboard is a decent motherboard? Ever since I got back, this PC has been choppy, rather shit and not at all what it used to be. All help would be appreciated. I gotta go now and take it to a guy I trust to buy a new, better graphics card and see about getting a decent motherboard back.
Oh, and another question, I still have my Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs), is there any way he could have messed those around or exchanged my previous ones for lesser ones? Thanks for all the help, I really appreciate it.

This happened a good few months back, almost a year now. Just I figured now I'd fix it (I've been real busy with finals and stuff, not had much time to be on the PC). I was 18 at the time, my sister was 23. It was a really shitty thing to do, but it's done and I can't really change anything.
Make your sister pay for it. She used your stuff and got it stolen out of her own gullibility. Chances are, it would be cheaper to rebuild a new rig than to replace what you lost.

Your CPU would bottleneck any high end gpu. Hell, it would probably slow down a mid range GPU as well. Getting more RAM would be more expensive than DDR3 RAM because of supply and demand. Motherboard is pretty much useless for new parts because nothing modern uses those sockets anymore. Hard drive, DVD/CD Drive, and Power supply are probably all salvagable, but nothing else. We can hook you up with a part list for everything you need to get a new rig up and running with new parts and stuff.
For the power supply, open up the PC and read what the big box with lots of colorful cables coming out of it says. It should have some sort of information as to what wattage it's rated for, and we'll know if we have to replace it as well.

This all happened in Kuwait. Basically, I study in England, so I'm usually away from home for a good year or so. I get back to Kuwait for my summer holidays. This whole fiasco happened whilst I was mid-way through my school year (I said holiday as it's an easier explanation). The Indian repairman got found out to be a scammer and pretty much everyone was trying to hunt him down but he ran off back to India I guess. I wasn't the only guy he ripped off.

Oh, for the parts list, I've decided on getting an NVidia GTX 560, because it seems fairly reasonable for it's price. Is that a good assumption or is there something better on the market? I wouldn't be able to get lots of fancy new expensive stuff.

I'd really appreciate a parts list, I guess that's what I'm going to have to do. A shame really, dad bought me this PC and at the time it was fairly new (it's 4 years old). A shame that the expensive parts of it got stolen.
And you are right, it happened a year ago and the guy got up and ran off to India so not much can be done, a lot of angry customers sent him running.

A 560 is pretty much the best there is at that price point if I'm not mistaken. Do you have any sort of budget constraints or is it just buy whatever is best for the money?

Well, I've got about $190, plus my dad might chip in around $150 so I don't have all that much to be honest. I think I'm stuck for the mean time until I save up a bit of money but I have no idea about prices so maybe I'm wrong and that is more than enough to replace everything with better components.

But if you put together a "Buy whatever is best for the money" list and a "high-budget list" that would be great because then I can choose whether to get the best for money list or save up for a few weeks and get the high-budget list (if that's not too much hassle? if it is then don't worry about it, a "whatever is best for the money" list is perfect!)

Do you know any good retailers in your area? I'm completely unfamiliar with Kuwait.
EDIT: I know where it is, just not the retailers and pricing differences.

With RAM, you don't really need to worry about what brand to get because nearly everything you pick is going to work the same way. I'm also assuming you'll be keeping the case, but if you aren't, pretty much anything will work.

You've actually done a damn good job nailing the price. Everything you've linked I can get within a month or two (I'll slowly add bit by bit, I mean I'm not too screwed over, I can run Skyrim on Medium settings and I don't lag too much and I have fast loading times). Perk of living in Kuwait is there's no tax or VAT ;) So the things you've linked should be cheaper.
