Monitor refuses to turn on/Makes a High-Pitched noise when it does turn on.

About a day or two ago, my Monitor refused to turn on. Something like this used to happen every once in a while and all I had to do was unplug the monitor and plug it back in.
This issue is different though. With the other problem, my monitor gave somewhat of an indication that it was working. (Whenever I press the power button, it makes a little jingle and shows the Gateway logo, then it takes me to my desktop and for a brief second it says "VGA Enabled" or something of the sort.) With this problem, the screen just doesn't turn on at all and the power button flickers for a while. After a few minutes of unplugging it/plugging it back in it usually starts to work again, but this goes to my next problem.
Today, the monitor started making a big high pitched noise as well. Usually after a while it goes away, but it's loud as hell when it's around. I get the feeling this might've been caused by me because the day before I messed around with the nVidia control panel and changed the digital vibrance to reduce some eyestrain I was having.
I've checked on numerous places and I haven't gotten anywhere with this. Every place I've seen has different answers and I've ended up even more confused about it than I did before I started looking for some answers.

It might be the inverter board going out. You can get replacement inverter boards, but they often cost as much or more than the entire monitor when new. Sometimes it could be a simple problem like failing capacitors, but it's usually one of the inductors shorting out, which is a much harder repair.
In any case, it would be far more of a pain to repair a broken LCD monitor than to just buy a new one.
