(this wont be my only post ever, I just decided to post this now)

My dad recently purchased a new-ish computer for me, and Ive encountered a problem not present in my old computer, as well as the other games I play.
I play call of duty 5:world at war, along with civilization 4:beyond the sword just fine, no issues, medium-max settings. However, I cannot play torchlight, a game that my system has far better requirements for, because of this error (notice:the same occurs for counter strike:source)

Now, this occurs at the 'first time startup' when it attempts to install directx. However, I already have directx 10, It says so while playing COD and civ. Basically, its failing to install something I already have, and I cant play the game(it crashes) due to this error:

Thats really odd. This error suggests your CPU doesn't have support for an SSE instruction set (a form of optimization), the weird thing is the Athlon 64 series supports SSE versions 1,2 and 3, and I have yet to see a game with exclusive SSE4 optimizations since only the newest intel CPU's support SSE 4.
The only thing I can think of is that your CPU really isn't a Athlon 64, I've never heard of a CPU losing support for an instruction set.
Download this utility ([url]http://www.cpuid.com/softwares/cpu-z.html[/url]) and post a screenshot of the results.

I have honestly never seen anything like this, despite the fact that CPU is supposed to have support for SSE versions 1 through 3, it apparently lacks support for even SSE1, which even the Pentium 2 had.
The only thing I can think of is updating the motherboards BIOS. The only thing that could cause a screw-up like this, is a BIOS flaw or a flaw in the motherboards chipset design, though a flaw that allows the CPU to function fine with the exception of a lack of SSE instruction support is pretty unlikely, in fact almost down right impossible.
Post your motherboard manufacturer and model name and/or number, I'll help you find any BIOS updates and help you update it.
The entire Athlon 64 x2 series supports SSE, so this makes no sense.
Above post mentions BIOS; I agree. Look for an update to your motherboard's BIOS and see if that will help.

Yeah, even the first Pentium had support for SSE, so this has got to be a BIOS issue.
I'll post them right when I get home(approx. 3~ hours from now)

Hmm those BIOS updates don't mention resolving anything like the problem you're having all they apparently do is remove some screen-garbage that appears when you resume from standby.
The only thing that may fix this is installing the chipset drivers provided on the website:

choose the XP64 if you're running a 64-bit system, the other version is for 32-bit systems.
I installed the chipset drivers, and no change, the error is still present.
Since the problem seems to originate from directx(I have dx10, but games attempt to install dx anyways, and fail to) perhaps uninstalling and reinstalling directx might help?

No problem, if you are going to buy a new CPU and maybe motherboard (you might need to upgrade several components) I reccomend using Newegg to buy them, its cheap, fast shipping and really nice customer service.
