For some wierd ass reason, whenever i take my pc t my friends house. It always has heat problems we keep our houses each around 70 F . And the sverage temp of my cpu is 40 c on idle and 58 on full load. Well at my friends house it jumps from 40 to 68 for no reason and my fans go full speed. It only does this at my friends house and its really fucking wierd. There is great airflow to it but every now and then it just heats up, sometimes it lasts a few seconds and someimes around 25 minutes. What the hell is wrong?

Also specs are AMD x2 5000+, 2 gigs of ram, 9800 gt ee. All within a shuttle case

Open it up and dust it out, make sure you get everything including the PSU. Then just reseat the CPU heatsink with some new thermal paste.
You guys really need to read, "It only does this at my friends house".

I think around 1.2 for both CPU and RAM?

So? Cleaning a laptop won't hurt. And also, that is really, really weird.
Its a desktop and yeah it is really weird.
What is the difference in the two locations when you set up your computer?
Are you sitting it on carpet while your case may have a bottom mounted PSU? Are the voltages different at your friend's place and are you sure it only happens there?
Both of them are on tables, in open space. The voltages are the same. And it'll do it at my house every time I turn it on for about 5 - 10 minutes but at his house it does it off and on.
