• How do I do the sound to a cartoon?

Okay I have a cartoon and want to edit in sound effects, I have a free software for my animating, and It does not have it's own sound system as does Adobe. So is there free software I can take my gif or mp4 version of the toon and put in sounds, maybe record my own voice in it? Asking here because youtube has a million different tutorials, and the're not specifically for addding in and Synching the sounds on time. I have windows movie maker already, thats how I add songs to the background of my cartoons so far...
What kind of sound effects do you mean? If you mean strictly voice, it might be best to record yourself while watching the animation to help with syncing, as well as cutting it with Audacity to help make it better, before importing the video and audio separately to WMM and combining them.

You can record multiple audio samples and import them to your project, syncing them to the time in the video in which you'd like them to be played I believe. What I meant before though, is that you could record all of the audio and insert blank space / cut out blank space for a full audio track, to be imported to your project. You can move audio clips around on the time bar like this [img]https://i.imgur.com/wDX4F6O.png[/img] to make them correspond to the part of the video they should be played at.
