In a letter to the student, the Institute states the project's approval was subject to strict conditions, such as the bongs being stored securely, the work being displayed with a statement warning those who may be offended, and all bongs being destroyed under the supervision of his lecturer after it had been marked. Opposition spokesman for training Fran Logan asked why the project had been allowed. "Why, when we've got funding TAFE cuts, we've got a reduction in the number of apprentices, we've got a reduction in the number of trainees that there seems to be money available for what appears to be an art project that would involve the mass production of bongs?" he said. Mr Logan said the production of the smoking implements sent the wrong message. "Clearly a bong is for the purposes of drug use, what sort of message is that sending to the community where Central TAFE, an arm of the Department of Education is allowing the mass production of bongs?" he said. "I have no problems personally with art challenging community views, I think it's a good thing. "But this student should have created this art project in his own time, using his own money, not taxpayers' money." Portfolio manager of art at Central Tafe Digby de Bruin said students had been asked to look at an issue in society. "This particular student made a decision to look at drug use in society in a very critical way, mainly because my understanding was that the student does have some history in relation to drug use from a family perspective," he said. Mr de Bruin said the bongs would be constructed from a range of everyday items, including soap, glass and plastic to highlight how drug use had become an accepted part of society. He said they were not made to be used. "I think one of the things that's also really important, particularly in an art school, students are going to identify contentious issues, and an option would have been after identifying the risk to say it's inappropriate, you can't do it, or to say, well this is a public issue, and if this is an installation that's going to look at drug use in society, particularly in a critical way, we do think it's important that students should explore these sorts of issues," he said. "If we have a society where artists are controlled and sanitised, then in fact they're unable to perhaps explore the very issues that should be brought to people's attention." In a statement, the Department of Training and Workforce Development said the student wanted to highlight the negative effects of drug abuse. It said the proposal outlined his intention to reflect how drug addiction had affected his friends and family, and had become a part of everyday life. Funnily enough, the idea to build that thing out of bongs alone was enough to highlight the very issues these students were supposed to explore. Unwittingly or not, the critics responded precisely as was expected to give credit to the to-be installation. Strewth!
