Computer takes a really long time to start up/shut down

My computer tends to take 3 to 5 minutes to start up properly. The starting up isn't the real problem, though; sometimes, it can take upward of ten minutes to shut down, and there are times where it doesn't shut down at all. It says it's shutting down, but then the screen kind of freezes, and then it just won't just down unless I hold the power button down. I get worried that if I do that too often, something's gonna mess up.
My OS is Windows Vista 64-bit. I thought that Vista was the problem, because back when I had XP, my computer started up and shut down smoothly all the time, even after a big update. Is there something I can do to fix this? I just don't want anything to get damaged if I keep doing what I've been doing.
its vista (why are using that shit get 7 or at least upgrade to XP) (yes I consider XP an upgrade to Vista)
