Tropico can deliver some tricky/wonderful times so i'd say they are both worth it.
Tropico 4 is excellent and you should feel bad if you haven't played it before and don't buy it during this sale.
what about the DLC? is it worth getting the collector's edition?

Modern Times is worth it, all other is really not unless its really really really cheap.
They add 1-2 buildings and a new costume usually which don't really give you any big advantages.

Well right now Modern Times by itself isn't on sale so it's still $10, while the base game plus all DLC (Including Modern Times) is $6.
So with this sale, you're better off just getting everything.

Goddamnit, I bought the base game instead of that.
I highly recommend Tropico 4. I've sunk dozens of hours into it and I'm still learning new ways to play it
It's probably a weird compliment to give this game, but the mission design is really, really good. Each mission has an interesting focus / gimmick that gives you a better understanding of the game without seeming like a blatant tutorial.

It's almost perfect isn't it? How Tropico 4 and 5 are coming out and looking and most likely playing more better than the nuclear bomb that was Simcity.

Modern City because it's the most worth it.
And Plantador because holy fucking shit those Plantations make MONEY.
