Ok I'm going to purchase a new graphics card and I have a $200 budget and I have narrowed it down to the following:
Gigabyte Radeon HD 7870 OC 2gb~$199
Gigabyte Radeon HD 7950 3gb~$240
I can stretch just enough to get the 7950, but I need to know if it is going to give me a noticeable increase in FPS or just like one or two. So is the 7950 worth the $40 more? Is there something better for the price?
I'd say go for the 7870. I have it, and it maxes out most of my games.
I have a 7870 as well. It plays a majority of the games perfectly fine on max settings.
How does it do with Battlefield 4?

It's hard to say because the 7870 is overclocked to 1100 MHz, so it's closer to the 7870 XT. Use anandbench to figure out the FPS difference between the XT and 7950, and that should give you an approximation.

I wouldn't rely on BF4 BETA for results. I get 13-30 (It's that varied) FPS no matter what I do. Ultra settings, or Lowest, it makes no difference. Including resolution changes.

Battlefield is and has always been pretty CPU based just like planetside 2.

Have you looked at the new R9 270X from AMD? It's pretty much an overclocked 7870 and it's RSP is set to 199$. It's a good choice unless they begin doing clearance sales on the 7870
The 7870 has a core config of 1280:80:32 (shaders:TMUs:ROPs) while the 7950 has a core config of 1792:112:32. Assuming both chips ran at the same clock, you should expect a moderate performance gain.
For $40 more, I think it's worth the performance boost.
Well the 7870 is clocked at 1100Mhz and the 7950 is clocked 900Mhz.
Clock speed only matters when comparing the same model of video card.
Okay would the Corsair CX500M be enough to power the 7950 without cutting it too close.
Assuming your TDP for everything beside your video card is 200 (a high estimate for a Haswell build) your total TDP would be 400. You might want to go a bit higher, but it would be fine if a little inefficient.

At that price your better off with a 7950
That or get either Gigabyte's overclocked 7870 or a 7870 XT which would be faster than the R9 270X. I would try and find benchmarks anyway though just to verify all this.
1080p? 7870.
1440 or above? 7950.
