I, uh, thought the entire point of the next-gen consoles was so ports would be easier, because they ran on a similar spec and architecture to desktops. Something smells like EA in here, and I'm not sure what it is...

Shouldn't the article say current gen? Since the new consoles will still be unreleased when the game hits stores?

Why do I have a feeling that piracy is the real reason why they don't want to put more effort into PC?

The PS3 has a Cell 64 architecture. The Xbox is PowerPC. Both run Obj-C, but the Xbox can run C#. While neither are quite the same as their PC counterparts, porting has been made nothing but easier in the years since the consoles have launched. Furthermore, most of the software development environments companies like EA use can build for PC, Xbox, and PS3 with little variation between, the interpreter handling the conversion. On top of all that, if we're saying these features can run on the drastically underpowered consoles of the current gen, which are comparable to bottom-tier desktops available now, then why are these features being withheld if not for marketing rights alone? Surely a modern Sandy Bridge processor or equivalent could run these features just as well? Maybe you can take this box, and use it to hide your shame.
I read somewhere that this game will be the last game ever made for the PS2. Rest in peace sweet prince!

Being more popular than NBA 2K, NHL, NFL, WWE, and other sports games, they want to reach the largest target audience possible. To get the game to work on the most amount of PCs for the consumer base, running the previous engine (which looks fine) is a better bet than doing some crazy optimization of the new engine and not guaranteeing that your audience can actually run the game with all the new stuff. Most people don't want to go out and buy a new 400+ dollar PC specifically so that they can run a single game that they were able to run in previous versions. Also did you just unironically use ratings as a way to attack someone
Yeah, not everyone is lucky enough to live in the first world where they can shell out $800 for a good rig, a lot of their fanbase probably uses cheap laptops that can barely run it as is (especially since soccer is popular in a lot of less wealthy countries)
It took four more iterations for the PC version of FIFA to switch to the ps3/360 engine. That's right FIFA PC wasn't HD until FIFA 11, come back in four years.
