When even the people who typically keep secrets for their own personal gain are unaware of what's happening, and thus on our end of the deal, it means things go far deeper than anyone could have suspected.
I'm not one to go believing conspiracy theories, but if there was ever a time to truly believe, this would certainly be that time.

Unless it's just posturing because it is now politically favorable to decry the NSA, and they knew all along. How much do you trust Congress? I don't know about you but I find it very hard to buy that they had absolutely no idea what was going on (while they signed the checks funding all the various programs) and are genuinely shocked at these revelations.

I trust them to be incompetent enough to genuinely not know. If Congress was actually evil, they'd get shit done from time to time.
