I know it's a huge power plant thing with slums and the Russian plan is for scientists, but it's still the same premise
This may sound sort of paranoid but this kind of sounds like a semi-covered-up version of the Mars/Moon-equivalent labs and domes we built. Could they be planning to construct a base on one of those bodies?

Also, would other Arctic colonies of this type be viable for civilian populations?
Putin is really taking this Bond villain thing to heart.
They'd be doing this to assert their dominance over the arctic circle, there are still a lot of untapped resources up there. It would be quite the achievement though, domed cities are marvellous.

So it will be used for expeditions / research in the North?
This could be really useful, testing out a domed city will be good research for future colonies in space and what not
