Terrible... terrible idea.
Oh Blizzard, what are you doing nowadays?
I really dislike Blizzard's new "pre-order this game and get a bunch of stuff for other games that you might not even be interested in!".
If I pre-order a game, I'd prefer something special for that game, not some random other one.

valve kinda started it with the whole TF2 promo items thing...
Wait, why are people upset by this

Because all pre-order incentives = Satan's Turd Log. apparently.
I mean I don't care either way, I'm not pre-ordering Overwatch, nor is this convincing me to really.
Only time I've ever pre-ordered is if a game has interested me enough and has pre-order swag to warrant pre-ordering.
Otherwise I can wait till release and reviews.

You do get stuff for Overwatch. It's not like you only get stuff for a different game, you just get some stuff for others games as an extra.
Blizzard's done it that way for ages.
What's wrong with this kind of pre-order bonus? It isn't a piece of content artificially separated from the game at large to sell pre-orders, which means it's okay in my books.
Sure, if you've already tried HOTS and don't like it, then it's not going to be much of a bonus. That isn't really a point against Blizzard, though; lack of pre-order stuff is fine by me, besides which there are other incentives that are more directly related to the game.
For existing HOTS players it's a free new-release hero, though, which isn't to be sneezed at. From that perspective, Blizzard die-hards are getting an extra bonus... Nothing wrong with that.
Finally, for Overwatch fans who haven't tried HOTS, it's a good way in. "Here, you like playing this class in game X? Try the same character out in game Y, maybe you'll like that too." Seems like a win for both the consumer and the business.
Scenario 1 is neutral, while 2 and 3 are positive. Why are people complaining?
