Are they common where you live? Because they are at my place. I live in a community with around 2000 residents and I know who they are, uttershit-redhead-shorthair-fat whitetrash-smoking women. Let me tell you a story: Every winter it falls snow (or most winters, its like 90% chance it does.) at my place, and this is the perfect season for them to not pick up their dogs shit. They let them lie were they lie and don't bother it. Snow falls over it, it gets compact and they go to the same spot and let their dog do it's business. Repeat X30 until spring when the snow goes away and you got the beautiful stench of dog poop all over the community that won't go away. The dog poop is also stuck into the tarmac like bubblegum and it's nearly impossible to remove it. Only when someone steps on it, it gets slightly removed. It's near impossible to spot because it blends into the other crap you find on the sidewalk, such as sticks, leaves etc... Same thing in the summer and fall. Here I am, walking on the sidewalk with my brand new white converse and of course, I step into some dog shit. Knowing that I had to go home and wash them, I was forced to call sick from school, missing an important lesson and good lunch. I washed them in the washing machine, washed them in the shower and let them dry overnight. The next day the dog poop and stench was gone. The day after that I was walking to the bus again, as usual and what do I see infront of me? A fat bitch not picking up the dog poop. At the EXACT same spot that I stepped on dog shit the previous day. I didn't have time to go up and argue about how of a shithead she was but instead proceeded to my buss and went to school. Are they common where you live and do you have any story to share? Oh, it shall be noted that it's illegal to do this in my country. Gives a quite large fines.
In here dog shit on sidewalk/street/whatever is normal

At least in my particular neighborhood, you see more than a few poop piles around. Its funny as in general New York is supposedly cracking down on lesser offenses(TOTALLY not as a means of pulling in revenue from issuing tickets), yet picking up after your dog has yet to receive such a crackdown.

I don't own a dog, but cleaning up dog poop doesn't seem that hard to me. I mean, it's not like you're picking it up with your bare hands. You have to be careful when you walk in the grass where I live, because people are just so lazy.

I clean up after my dog all the time. But living in an Apartment Building, there are other dog owners who don't. It's common place for the blame to be thrown around so you never truly know who is responsible unless someone blames you. One guy actually did blame me once. Said my dog left a huge pile just outside the door. I knew the pile he was talking about as I myself had to avoid it. That pile of shit was larger and probably weighed more than my dog does. Not to mention I had a dog poop bag in my hand from his most recent droppings, proving I clean up my mess.

I don't pick up my dog's shit because of where I live all you ever see is trash everywhere either way. Most of the people on my street are such dickheads where some of them would actually throw their shit into my property and puke all over my driveway, and etc. So the one time that one of my neighbors went on a drunken rampage through my street, he at one point tripped and his face landed in shit, which from where I saw him was the same spot my dog usually takes a shit. Childish? Yes Worth? Yes
One time I saw some schmo let his dog shit on my front lawn so I ran to the kitchen to get a plastic bag, then ran outside to pick the poop up and threw it at him. He gave me this look like "are you fucking insane??" but hey, you're the inconsiderate asshole who just left shit on my lawn.

I don't bother if nobody's watching. My dog doesn't shit right on the footpath anyway, it's always on a grassy verge or something. When I'm walking around I see dogshit sometimes, but I never step in it because it's very rarely on the pavement itself and I look where I'm going in any case. It's biodegradable, who gives a fuck
The trails along the university I go to have signs every now and then that say something along the lines of "$25-$200 fine for not cleaning up after your dog." I've always wondered what dictates how much the fine is, is it the size of the turd? (Slightly off-topic, but still relevant I guess.)

People that let their dogs shit on someone else's lawn are the worst. Some of my neighbors let their dogs shit on my lawn, then I get to deal with it when I have to mow it... fuck that.
We have an area of town where all the houses are adjacent to the sidewalk, and the sidewalks there are completely plastered in dog shit. It's terrible and they need to start fining people for this shit. (Pun intended)

My aunt's place backs onto a big empty lot, whenever their dog shat in the back yard they'd fling it over the fence. They call the lot Poo Park.
I live on the fringe suburbs here in Australia and I don't pick up my dog's crap. Why? Well I don't need to, it craps off the walking trails I walk my dog on and in the bushes.
There's some fields near where I work and sheep graze or poop there on a regular basis but I find it really weird when someone walking their dog decides to bag their dog's poop up and leave it near the gate at those fields. I mean it's OKAY in that situation to leave the poop where it lays and now all I can see when I leave the field at the gate is like several stinky poop bags. Makes me angry.

People who say "It doesn't matter it decomposes!" fail to realise that the dog food you feed to your dog is so processed that it doesn't decompose the way you might think. That's also one of the reasons why it's cool to pick up da poo poo. It's not really nice to think that the legacy we leave on this planet is paved with dog shit, because you people are too lazy to pick it up. Do you people flush your toilets? Basically the same thing you know.
