Yep, that's a feature I miss a lot from Linux of all places.
On there I would also be able to share the clipboard and control my PC from the phone, which would also be neat to have. But just notifications is still great.

Have you tried making a bootable USB? You can also upgrade that way if you run the installer from within Windows.

I'll burn a DVD with it soon. All my USB Drives are full. Running the Installer on Windows just asks me for a key, which I don't have because I upgraded from Windows 8 to Insider Preview back in September 2014.

Both KDE and GNOME have plugins for PC/phone integration.

KDE connect specifically. There are other things too you can look up and try if you don't wanna pull in all those dependencies, but from my experience they don't have all the features.
