GPU: NVIDIA GeForce GTX 960 [ASUS STRIX 2GB]
CPU: AMD Phenom II X6 1090T 3.20GHz
RAM: 8GB (I did have 16 GB but I realised one stick was causing my computer to BSOD so I took one 8GB out)
OS: Winodws 7 Ultimate SP1

I've had the processor for over 2 years now and I also bought it second-hand so maybe even been used way after that too.
yes, just a hair, but if you're having major performance problems that stick of ram that's still in there is suspect too
I removed the stick of RAM that was causing my computer to BSOD and now it no longer does that so that is fixed. I don't really have any problems with my computer any more as such, I just want my computer to run at its best or at least have the extra FPS etc.
Could you elaborate on in what ways the CPU might be bottlenecking your GPU? Like, is stuttering occurring in games? What kinds of framerates do you get in games?
I kind of doubt that the CPU is bottlenecking the GPU, that CPU's performance comes close to the likes of the Core i5 from around the same time.

Yes I did, I'm 95% sure that was the cause of the BSODs

If you want to go Skylake(which is what I recommend) you can still keep your DDR3 memory(I'm assuming you've got DDR3) but DDR3 skylake boards are far and thin.
Otherwise you could just get a Haswell/Devils Canyon CPU and board and still re-use your DDR3 Memory.

I mean like, the games can stutter from time to time and maybe freeze for a split second every minute or so maybe. It also seems really unbalanced. One time I could have 150 FPS in CS:GO Match making and the next I could have just over 100, the next I could have 200. It never seems to settle.

skylake only sorta supports ddr3 and anything that's not 1.35v or less will kill the memory controller eventually. the regular 1.5v stuff and the enthusiast 1.65v stuff is bad for skylake

if money's tight it's probably better to go ahead and spend $80 on memory than to have to spend a minimum of $200 on a new processor when it dies and $80 on memory to keep it from happening again.

Really depends what DDR3 stick he currently has and what is his budget.
It's actually better to go Skylake and DDR4 since it isn't as expensive and you don't have to get another stick of almost the exact same as what he has now for DDR3.

And either of them would be just as good as each other? My budget isn't really that high but I guess I could stretch far enough... My DDR3 RAM is a Corsair XMS3 1333MHz.
