May be hard to hear, boost up your volume.
So, uh, any ideas what's causing it?
It's not overclocked. Also it's plugged in a safety socket that doesn't allow any more power that 220V.
Does it autoadjust when idle? (I can't listen to the sample as I'm at work at the moment)
It autoadjusts every 5 seconds.
What kind is it? and mine is set to change the speed to what ever usage im putting on it.
This track is currently not availible.

So by this I assume you just don't do anything while monitoring it. What about the temperatures? And as above said, what kind of graphics card/cooler is it? Anything would help.
It's an ATI Radeon HD3650. I don't know what the cooler is. It does this all time. From when i start the PC up till I turn it off.

Is it on a laptop or desktop?
Get GPU-z to check temperatures and fan speed. I googled a bit on this and found something similar, but with ATI Radeon 5770. Or you could try to set a manual speed for your fan. Though, if my little research is correct, you won't see a speed for the GPU Fan, nor will manually adjusting speed work either.
I doubt it's becouse of high temperatures as it starts doing this as soon as I start up PC.
MSI Afterburner and make your custom fan profile.
