Serial Killers can actually be pretty difficult to investigate I think. The majority of murders will have many connections between the victim and perpetrator.
A serial killer however might kill people they have no connection to, and unlike other murders they generally don't act out of desperation. They have all the time in the world to plan it out.
What's with south america and serial killers? It seems like that's where most of the mass murderers reside

Kind of surprised how high up Puerto Rico and the Virgin Islands are on that list.
We need to do a better job of administrating these places. Then again the absolute number murdered is lower than the high rate would suggest.

And he will be released. One guy in São Paulo ran over 16 people who were just leaving a church, fatally injuring a 3 year old. He fled the scene and turned himself in the next day and confessed. He was sent home for lack of evidence or something. Not long ago.

calling brazil a shithole is an exaggeration, brazil main issue is, and always has been, the ridiculously high inequality, some areas look like something you would see in the better areas of western europe, and others, look like the worst places in africa and they tend to be side by side.
