Even if they knew he was the guy just from the sights, do you have to fucking shoot him twice to stop him?
Not really been following this chase all too well, have they by chance captured the other escapee?

Bear in mind this is a convicted murderer who obviously had no intention of going back to prison, so of course the officer shot him until he was no longer an issue because you cant know [I]why[/I] he is running. The fugitive starts running, is it to: Get to a position of cover to return fire? Run into an innocent families home and take hostages? Run into a public place and endanger innocents? Hiajck a car at gun point? You know he is dangerous, possibly armed, unwilling to be caught, and he is now running away so he can do god knows what. In that scenario you shoot him, and kill him if necessary. This happened a mile and a half from the Canadian border. Don't forget that these men were convicted murderers, and that the other guy was actually armed and had shot at a motorist.

The prison is only 20 miles from the border.

In this case both where convicted murders and had nothing to lose. What you want the cops to do? Hug it out? The guy was on the run for over 3 weeks, they had to end this.

Hell, I can do that, and I'm out of shape. Escaped, in-shape convicts should be able to do 20 miles easy, it shouldn't have taken him this long to get that far.

That's a whole other ballgame.

You have to keep in mind the weather, the terrain, and lets not forget that they have to keep themselves hidden from the public and 1,000 officers that are after them. Believe it or not, but a lot of people get lazy and fat in prison, many just sit and do nothing so who knows if his physical fitness was good let alone any health conditions. You also need to keep in mind that they need to eat and get supplies - Most die hard athletes that do triathlons don't finish. So i highly doubt this is as easy as you say it is.

Of course they're going to shoot him he's killed before.
