"You do not have permission to perform that action" sometimes when saving files

Here's an odd problem that I didn't have in Vista but that I do have in Windows 7. Sometimes when saving files (from any program and to any folder on my E: drive) it'll say that I don't have permission to make changes in that folder. Now, I've allowed "full control" on my account for the entire E: drive (which contains my desktop, documents folder, music, videos, etcetera) but this hasn't fixed it.
Interestingly, if that error comes up simply clicking okay and hitting the save button again fixes it. It also will never happen if I'm overwriting a preexisting file. So this isn't a huge problem, just a minor annoyance.
Any ideas?
it's probably cause of all those google ads
Maybe you are running your computer in normal user mode rather than admin mode which has full access

Didn't read the op right.
Uncheck read only on the files
I'm an administrator and nothing is checked as read-only. Also, Google ads are blocked and Octave isn't funny.
takeown /f "Path to folder"
icacls "Path to folder" /grant Administrators:F

Mind telling me what this will do? And can "path to folder" just be the root of the drive so it does the whole thing?

Sets the permissions to you.
Also setting the whole drive under permission for administrators is like giving malware a greenlight.

The E drive isn't my windows drive. It just contains media.
Is that command you listed the same as going to properties > security > advanced > change permissions > edit > and enabling "full control" for my user account? If it is, that's been enabled by default since the beginning.
Yeah it does. Just a quicker method.

Hm. Well, that's already enabled for the folders in question. An interesting component of the error is that when it happens, it won't save the file but it will create a 0kB file of the same name. (And trying again by overwriting that 0kB file always works)

This is a thread where someone is asking for help. If you can work jokes into an answer it would be great, but shitposts don't add to the discussion in any way.
