It seems to run "fast forwarded" if you like. The only way to prevent this is to use Cheatengine and use the speedhack feature and slow it down to .75, but it makes the game laggy, my brother plays it too, he has no issues.
We both have the EXACT same pc, asides from different CPU's, I have a dual core, he has a quad core. I read somewhere that I have to change the affinity to one CPU on startup, but I have no idea.
Turn vsync on I think that should do it. You haven't said you tried all the options.

Are you using an AMD processor?

No, I'm using an Intel Core Duo.
The problem is with windows 7 and with how poorly the game was ported to the PC.
Basically, use this instead: [url]http://www.saintsrowpowertools.com/[/url]
download it and extract it in your game folder, right click "install.cmd" and click "run as administrator", then open the .ini file that you extracted and at the bottom set the speed ratio.
