You're going to need another hundred hours if you want to know the recommended hard-drive space. Don't trust yourself on the minimal requirements.
I see this as "why aren't more people playing GTAOnline? We have all these awesome things for them to buy in game currency from us for. Wait, maybe they don't think their rig can run the game! THAT'S it! No other reason. Give the gaming press a call and have them remind the public of the system requirements of GTAV!" .
What actually happened is probably that PC Gamer found a lot of people were coming to their site from a google search for "GTA V system requirements" and so decided to put out an article on it

The thing is, as I said above, this isn't even a new article, they just edited the original system requirements article they had back in 2015, it even still has the original URL and comments.
