Senator Conroy was responding to a question about whether he had confidence in NBN Co chief executive Mike Quigley, who is overseeing the building of Labor's $36 billion national broadband network. Mr Quigley used to be head of the telecommunications equipment firm Alcatel-Lucent, which was fined $US137 million ($A130 million) last December after a US investigation found it had paid bribes to government officials in Costa Rica and other countries to secure contracts. He was the firm's Americas president, then president and chief operating officer between 2001 and 2006, when the events took place. Mr Quigley has strongly denied any wrongdoing. Senator McGauran let out the "meow" during Senator Conroy's defence of Mr Quigley and was then immediately engaged in a stern discussion by his frontbench colleague Marise Payne. The retiring senator said the catcall was directed only at Senator Conroy. "(He's) one of the toughest, brutalist operators in the chamber who was taking the opportunity to attack us viciously," he said today. "And I'm one of the most annoying interjectors in the chamber." Senator McGauran didn't believe any "negative implications" were conveyed by the noise. "Here we have a case of two men going at it and I didn't know there was a rule against that," he said, adding it was a deliberate tactic, not a "slip up".
