Willing to spend about £350 max £400 on a pc for a family member
They are not looking for a top of the line pc just something that will work decently for today's games.
Its also being used by a Child who plays games sometimes, So a decent graphics card will be needed.

You really don't need a decent graphics card for 1024x768. I suggest an AMD APU (a CPU with the most powerful integrated graphics you can buy) for this.

Upgrade paths later on down the line:
Add a CPU cooler which could still fit within the budget, and you can overclock the CPU.
Add a low-end older graphics card (I can't remember which specifically) and you can CFX it with the CPU.
Add a high-end graphics card, and you have a good graphics card with a not so good gaming CPU (but since a lot of games are graphics bound, this wouldn't be too bad).
Add more RAM for a total of 16 GB (32GB if you are willing to throw out the old modules).

This should work. My only worry is that Guild Wars 2 is an extremely CPU heavy game. If a graphics card upgrade is likely in the near-er future, I'd suggest [url]http://uk.pcpartpicker.com/p/2too4[/url]
The i3 will perform better, and the integrated graphics should be able to run GW2 on minimum. My girlfriend's laptop has a Sandy Bridge i3 and I'd say GW2 is barely playable on minimum for that, so the new haswell with the updated graphics should be playable on minimum. Also if you need an operating system, that's an extra ~75. Neither of these builds have one.

Also a Radeon 6670 is the ideal card for CFX with the A10 Richland chips. Keep in mind though that many games don't take advantage of CFX all that well. Maple Story and Flyff will run absolutely fine on either build.

If you think there's no chance at a graphics card upgrade, 100% go with Flayne's build. The A10 iGPU is better by a fair margin than the i3 iGPU. The CPU performance is just better on the i3, and a GPU upgrade won't be as painful as the APU Crossfire, nor will you be as limited.
