Lucasfilm and Pixar had allegedly agreed never to 'cold call each other's employees' and to 'notify each other when making an offer to an employee of the other company'. This hampered employees' bargaining power in a competitive market. 'The digital animation sector faces strong demand for employees with advanced or specialised skills,' the Justice Department said. 'Savvy employees can use these companies' tactics to extract multiple rounds of bidding, thus increasing their eventual salaries. Not steal talent- fix wages and salaries. You couldn't go to Lucasfilm and say "Pixar is offering me this much, what can you offer?" because Pixar would have already told Lucasfilm what their offer would be.
I find it amusing but definately not surprising that Lucasfilm is in competition for employees with Pixar, a producer of animated films.

Pixar's motive: We have to protect future employees from the cold harsh exploitative environments in the animating business by providing a fun, engaging and fulfilling workplace.
