NFS Rivals: Too much FPS - Looks like fast forwarding - Nice but unplayable.

Hey, so long story short:
I am trying to play NFS Rivals on my 970, I've set launch option to: "-GameTime.MaxSimFps 60"
Which I assume means max fps cap i 60 and systme is free to go down as much as needed.
However, in game - I have steady 60 and the game looks fast forwarding, I know I complained about difference between 60 fps in movies and games yesterday and that I want games to look smooth too, but this is just unbearable and unplayable.
Literally everything is fast forwarding, I look like a drunk driver trying to turn.
I know it looks smooth and fine in video but that's actually how it is in game which makes it impossible, it's amazing I managed to knock some cars out.

Because its a shit console port, if you'd set that max FPS to 120 it would go 4x faster than normal, without setting the max FPS back to 30 you're not going to play it at normal speed.
Like Kialtia said, the game is poorly made to run at a solid 30fps, more fps makes time appear to go faster.

Well shit, that's disappointing. I think last NFS I played that was pretty decent and worked quite well with no hassle was Most Wanted 2012.
What if I turn n vsync via nvidia control panel? Would that work?
There's another command you need to use to match:

Make sure you can get a solid 60fps, because any drops will make it slightly slow motion.
