This netbook stopped working properly a few months ago, when my brother took it to china and when he got there it stopped working, dunno why. Basically, when I push the power button the computer doesn't do anything, no lights, no fan, nothing, this is of course with a fully charged battery and/or plugged into the wall. However, if I follow these steps I read online, it starts up just fine.

Unfortunately I have to do this nearly every time I want to start up the computer. Does anyone know what the problem could be?
I would guess the battery is bad?
But wouldn't it have no trouble starting up if it was plugged in with the battery pack removed?
The laptop needs the battery to complete the circuit so I would say yeah.
Try a new battery.

lolno, that not how laptops work. It used to be like that on some early 90's laptops though.
Have you tried if works without the battery and just AC power alone?
Yes, I still get the same problem.
It sounds like some kind of power-controlling component on the motherboard has gone bad. Can it boot up from standby with no problems? If so, keeping it on standby instead of shutting it down might be your only solution. Unless you still have warranty that is.
Is that the only thing I can do? There's no permanent fix?

Your laptop has contracted China-Syndrome.
The only cure is giving it to ashens.
Why would you bother shutting it down anyway? Just put it on standby, saves you loads of time.
Looks like your laptop is getting stuck in standby, the reason why you have to do that everytime to get it to boot. Go to Control Panel System > Security > Power Options and make sure NOTHING goes to standby. Power button, monitor idle, anything that will make it go to standby. This should fix it, but you'll need to reinstall windows due to bad update. This happen to my old laptop and reinstalling it fixed the standby problem.
You may need to replace your CMOS battery.
