I honestly don't believe there's any sort of ulterior motive here, seems more like a standard case of, "unattended and unlocked vehicle with a badge and a gun in plain sight" being an easy mark for a thief. DC has a pretty high crime rate too, so it really does seem more like a standard theft than anything else. I don't see anything that would lead to someone attempting to impersonate a secret service agent for any malicious reasons, but maybe that's just me.

I live up north so I couldn't speak for London's crime. The crime up here is awful though and may actually explain my reasoning for saying that (I assume crime would be worse up north.
