I downloaded the offline CD thingie and whizzed through the installation easily. Now that it's installed, I ask, is everything I need to get a desktop enviroment up and running on that disc? Connecting to the internet is kinda complicated as I tether via my phone, so I can't really go downloading the latest Gnome or anything like that.

Eh, downloading GNOME through a tethered connection is fine, it's not all that big and mobile broadband connections are quite fast nowadays, I can pull 12mbps with my HSPA modem on a good day.

And... Anyone have any idea how I can get Arch to use my phone as a modem?
Openbox is a smaller download if you just want a basic desktop.
dwm is the very small, assuming you already have X installed.
